Although the Canadian Adaptation and Rural Development Fund and the Safety Net Companion Program have officially wrapped up, IAF continues to invest residual funds from these programs in industry projects. These funds are accessed through our normal application process.
Funds from the Advancing Canadian Agriculture & Agri-Food program have been fully committed.
Advancing Canadian Agriculture & Agri-Food Program
The federal Advancing Canadian Agriculture and Agri-Food (ACAAF)
program replaced the Canadian Adaptation and Rural Development (CARD) program in 2004. The Investment Agriculture Foundation was the ACAAF delivery agent for British Columbia and was allocated nearly $8.5 million over the period 2004-2008.
ACAAF aimed at positioning Canada's agriculture and agri-food sector at the leading edge to seize new opportunities.
The ACAAF program came to an end on March 31, 2009. However, in June 2009, the Canadian Agricultural Adaptation Program (CAAP) was announced as a successor to ACAAF.
Canadian Adaptation & Rural Development Fund
The federal government started the Canadian Adaptation and Rural Development (CARD) Fund in 1995 to foster the increased long-term growth, employment and competitiveness of Canada's agricultural and agri-food industry and agricultural rural areas. CARD supported change by providing measures to assist the sector in adapting to structural changes and to capture market opportunities. The Foundation received $9.04 million through CARD I and CARD II.
A 1999 Report of the Auditor General of Canada found that the adaptation councils, such as Investment Agriculture Foundation, struck a reasonable balance between allowing for delivery flexibility and respecting the public purpose of the CARD funds. The adaptation councils were rated highly for their ethical and professional conduct, effective functioning, fairness and control of resources. The success of the councils as a form of alternative service delivery for CARD was deemed a significant achievement in helping the agriculture sector help itself.
In 2004, the Advancing Canadian Agriculture and Agri-Food (ACAAF) program was initiated as the successor to the CARD Fund.
Safety Net Companion Program
Between 1997 and 1999, the Foundation received $21.8 million in Safety Net Companion Program funding from the federal government for initiatives consistent with the guidelines for CARD program funding. This fund was intended to foster agri-food industry growth, competitiveness and sustainability.
